The change was made to encourage "intelligent fielding" and "skilful anticipation", according to MCC's head of cricket John Stephenson. Previously, that movement would have resulted in a dead ball being called.

Hmm... But if cricinfo has quoted the only relevant rule, it's not clear that it covers their actions. What they did is not covered by (28.6.1.3) as stated by cricinfo. Obviously, they are not reacting to anything the batsman does. They are simply trying to get around needing to field inside the circle. It's all premeditated, and it made Zampa's catch more difficult because if he'd stayed still it would have been an easy chest-height catch, not one at ankle height.

Hales gets hold of Agar’s first ball for a 4. Then he feathers the next but it doesn’t carry. And he follows that with the first 6 of the night. That forces Agar to lose his line and bowl a wide. And Hales belts him almost out of the ground. With a pair of dots from the last 2, Thunder are 1/38 after 5.
