I'd love to know Albanese's (and other politicans') thinking when these upgrades are offered: is it something like "Ooh, it's my lucky day! Well, would be a shame to say no and let it go to waste", or "Yes, this is what I'm entitled to and deserve"?

I suspect most of them must really think they have a right to it.

People who are trained in economics and business are not exactly "egalitarian" in their motivations. They're in it for themselves and thus we have, at all levels, some of the highest paid politicians in the world. No idea why people would be shocked or even annoyed by this, for the perks are part and parcel of the pollie. Always has been. I'm far more concerned by how both of the parties refuse to recognize and protect whistleblowers who have been proven right. Instead they use them as an example to anyone else who thinks to shine a light on the worst elements of our society and government. This speaks more to the level of corruption than anything.
